Buying a manufactured home in Mohave County is about more than picking a floor plan. Before anyone can move in, the home has to be permitted, delivered and set on your lot to state and local standards. If you're buying in Golden Valley, Kingman or Bullhead City, this guide covers which offices are involved, what paperwork the county asks for, and how Mohave Homes, Inc. handles transport and setup from our lot in Golden Valley.
In Arizona, installing a manufactured home involves both the state and your local government.
The state. The Arizona Department of Housing (ADOH), through its Manufactured Housing & Building Division, issues manufactured home installation permits and inspects installations. Its permit pages say applications now go through its online e-licensing system, not by mail or over the counter. Filing arrangements do change, so confirm the current process before you apply. If you buy from us, we handle that step.
The local office. Zoning, septic, water, floodplain and grading are still local matters. Whether that local office is the county or a city depends on where your lot is.
Golden Valley sits outside city limits, so local approvals go through Mohave County Development Services. It has offices at 3250 E. Kino Ave. in Kingman and 1130 E. Hancock Rd. in Bullhead City. The county's Residential Manufactured Home Permit Checklist lists these prerequisites:
The submittal package also includes a scaled 8½" x 11" plot plan. It shows the home, any accessory structures, utility locations, and the steps and landings at each entrance. You'll also need septic paperwork or proof of an existing system, and a copy of the home's installation manual, which has to be on site for every inspection. Where engineered footings or attached structures need them, the county asks for ADOH-approved site-specific plans.
The checklist makes a few other points worth knowing. An Arizona-licensed manufactured home installer or contractor is required for the home and any related construction work. Decks, awnings, carports, sheds and similar structures that aren't on state-approved plans or in the original contract need a separate county permit. A soils or compaction report may be required before footings are approved. And you need a Certificate of Occupancy before you live in the home. In a FEMA floodplain, an Elevation Certificate may also be required first.
Bullhead City runs its own process. Its manufactured home handout says the city has an agreement with ADOH to administer the state installation program inside city limits. Along with the ADOH permit application, the city asks for a zoning clearance, an electrical permit application, site plans and other documents. The handout also sets local minimums for lots and spaces: at least 80 square feet of storage, a 10' x 20' carport or garage, and a 12-foot-wide driveway. Homes generally must be no more than two years older than the permit year and at least 672 square feet, though the handout notes some exceptions. Once the permit is issued, you have 180 days to finish the required inspections.
Kingman is also an incorporated city. If your lot is inside Kingman city limits, check with the City of Kingman's planning and building staff about local requirements before you set a delivery date. We can help you work out which office applies to your lot.
Mohave Homes does sales, service, transport and setup in-house. You deal with one team from the moment you choose a home until it's set on your lot. Before delivery, it helps to know whether a truck can reach your site. Check the road access, gates, washes and overhead lines, and make sure there's room to position each section. If your property is off a dirt road, tell us early so we can plan the route.
Setup is where the permit work pays off. Mohave Homes is licensed and bonded for installations. Our trained crew sets homes to state and county standards, gets the necessary permits, and installs engineered tie-down systems. We install tie-downs on new homes and can also add them to existing homes. Our homes are built with 2x6 exterior walls, upgraded insulation, low-E dual-pane windows and architectural shingles. A solid, code-compliant setup helps those features perform the way they should.
